Issues
The municipality was experiencing rapid population growth and industrial activity, but its infrastructure and planning frameworks had not kept pace. Housing supply was limited, road networks were congested, and essential utilities such as water, sanitation, and waste management faced increasing pressure. Urban planning enforcement remained weak, and investment coordination among public entities was fragmented. The municipality required a clear, actionable strategy to guide future development and optimize land use.

Eurogroup Consulting developed a strategic urban redevelopment roadmap that focused on infrastructure rehabilitation, smart zoning, and sustainable expansion. Approach
