Approach
Our engagement began with a detailed diagnostic of the municipality’s infrastructure, regulatory frameworks, and spatial growth trends. We combined geographic information system (GIS) analysis with stakeholder consultations and demographic projections to assess existing constraints and opportunities. Based on these findings, we designed a phased redevelopment strategy that included:
- Land use and zoning revisions to enhance spatial efficiency and investment attractiveness
- Rehabilitation of public infrastructure, including roads, utilities, and public facilities
- Infrastructure resilience upgrades for water, sanitation, and energy systems
- Affordable housing frameworks developed through public-private partnership models
- Institutional capacity building for municipal planning and regulatory enforcement
- Identification of funding channels, including international donors and local investment mechanisms

Engagement ROI
The roadmap enabled the municipality to transition from reactive project management to a structured urban development framework. Tangible results included faster approval of housing and infrastructure projects, improved coordination between planning departments, and renewed investor interest in mixed-use developments. The project also strengthened municipal capacity to plan, finance, and monitor sustainable urban growth.
Eurogroup Consulting’s strategic guidance played a key role in transforming the municipality’s growth challenges into a coordinated, investment-ready urban development program, contributing to Oman’s Vision 2040 aspirations for sustainable and inclusive cities.
